"May contain private items" error when moving folder in a shared mailbox
We use Outlook 2007 and Exchange 2007 and have a setup with a shared mailbox with folders. These folders sometimes needs to be moved and because there are a lot of folders this is best done by right-clicking the folder and selecting Move. But then for new users that we add there is an error message that the folder cannot be moved because it "may contain private items". A lot of other old users can move the folder so there cannot really be private items in the folder. Then comes the strange part. If a user who cannot move a folder with a right-click instead use drag and drop then it works. This is a workaround but not very usuable because of the large amounts of folder and it is easy to misplace a folder on drag and drop. We have looked at the permissions and all users have "Full access permission" to the shared mailbox. They are also in the same user groups. We have tried to find other differences in the setup of the exchange accounts but we have not been able to find any. Some of the users that can move the folder use Cached exchange mode and some don't, so that doesn't seem to be the issue either.

I have seen something similar to it. What that message mean usually is that there are some subfolders that reside below that folder. As for giving full permission to that whole mailbox does not always mean that new folder you create inherit the permissions.

In this case there are no subfolders below the folder. I checked the permissions on the folders in outlook and there are no permissions added. I checked the folders up to the top folder. Because the users that can move the folders are not there either it must be something else that differs between the users.

When you move a folder in your mailbox i.e. Test to another mailbox called userA that folder's permission is strip and the only permission assign to that folder is Default as the owner. It might be a bug in your situation.

The problem occurs even if the user creates the folder in the shared mailbox. He still cannot move it with the right-click (or with VBA script which we also use) and has to use drag and drop.
